Cette recherche a pour principaux objectifs d’analyser les rôles que jouent les institutions publiques dans la restructuration des classes populaires en tant que groupe social, et d’éclairer ce faisant les formes d’emprise et de déprise des institutions sur les individus et les groupes. Contrairement à la plupart des travaux qui, comme ceux sur la street-level bureaucracy, abordent les relations bureaucratiques essentiellement du point de vue du travail des agents, il porte sur les publics, leurs trajectoires, expériences et points de vue. Contrairement à la plupart des travaux qui, s’ils abordent les publics, le font à partir d’un type d’institutions ou de programme (chômeurs, justiciables, patients, etc.), il appréhende le rapport aux institutions de manière globale, au-delà des frontières institutionnelles. Ce projet a donné lieu à une enquête par entretiens avec des habitants de quartiers défavorisés de l’agglomération strasbourgeoise (n=200) en cours de traitement, qui a servi de base à la constitution du réseau international LOwer Classes and Institutions – LOCI rassemblant une trentaine de chercheurs de près de 20 pays et destiné à aborder ces questions dans une perspective comparée. The main objectives of this research are to analyze the roles that public institutions play in the restructuring of the lower classes as a social group, and to shed light on the forms of control and disempowerment of institutions over individuals and groups. Unlike most works which, like those on street-level bureaucracy, approach bureaucratic relations essentially from the point of view of agents’ work, it focuses on publics, their trajectories, experiences and points of view. Contrary to most studies which, if they address the public, do so from the point of view of a type of institution or program (unemployed, welfare recipients, patients, etc.), it approaches the relationship to institutions in a global manner, beyond institutional boundaries. This project gave rise to a fieldwork through interviews with inhabitants of disadvantaged neighbourhoods in the Strasbourg conurbation (n=200), which was used as a basis for the constitution of the international network LOwer Classes and Institutions - LOCI bringing together some thirty researchers from nearly 20 countries and intended to address these questions in a comparative perspective.
